If he packs 5 oranges in each bag and he has 7 bags, he needs 5 × 7 = 35 oranges

In the question, we do not know how many bags he has, so we assume that the number of bags he has is 'b'. Hence, if he packs 5 oranges in each bag and he has 'b' bags, he needs 5b oranges. But since he is short of 4, this means that he has 5b-4 oranges.

Do the same for the case where he packs 4 oranges in each bag.

Since the number of oranges he has is constant, the two equations should be equal, so you can solve for the number of bags he has and finally solve for the number of oranges he has.
