look at the fraction without the negative sign first. so it will be 1/2 x 34/15.

first, we look at an easier example:
1/2 x 4/5
there is a common number that can be "cancelled out" between the denominator of 1/2 and the numerator of 4/5, which is 2. cancelling out 2 will give you 1/1 x 2/5 = 2/5

so coming back to the question, you can also "cancel out" 2 from the denominator of 1/2 and the numerator of 34/15, giving you 1/1 x 17/15 = 17/15. the negative sign is acting as a (-1). so 17/15 x (-1) = -17/15
