From 11 to 99, there are (99 - 11 + 1) = 89 numbers in them.

This takes up a total of 89 x 2 = 178 digits.

After this, number of digits remaining
= 337 - 178
= 159

The remaining participants has 3 digits in their tags each, so the number of participants having 3 digits in their tags
= 159 / 3
= 53

So, the total number of participants
= 89 + 53
= 142

By calculating al numbers from 11 to 337 you have to :

337-11= 326 this is the amount from 12 - 337 and since 11 is used it will be :

326+1= 327
