Use assumption method if you want faster and easier way ...
Total leg . 117
Total stools = 32

Let start... 4 simple steps.
1. Let assumed all are 3 leg stools Total legs = 32×3 = 96
2. Shortfall of legs = 117-96= 21
3. The difference legs of 4 leg stools and 3 leg stools = 4-3=1
4. Therefore number of 4 legs stools = 21÷1=21 4-leg stools.

So, answer
3 leg stools = 32-21 = 11
4 leg stools = 21..
