For greatest number of groups, you are basically looking for the "highest common factor". This is done by listing out all the prime factors of both numbers and then selecting the common factors.

In this case, only 2 and 7 were shared factors, so multiplying them gives us 14 as the highest common factor (and the greatest number of groups).
