Are you familiar with the laws of indices?

Recall that a^p × a^q = a^(p + q), also, a^p ÷ a^q = a^(p - q).

So, p + q = 2/3, and p - q = -5/3.
You can eliminate q from these 2 simultaneous equations.

2p = -1, p = -1/2.
q = 2/3 - (-1/2) = 7/6.
