What you're probably looking for is this :
9a² - 12a - b² + 4
= 9a² - 12a + 4 - b²
= (3a)² - 2(3a)(2) + 2² - b²
= (3a - 2)² - b²
= (3a - 2 + b)(3a - 2 - b)

The 3rd step uses the property (x - y)² = x² - 2xy + y² , whereby your x = 3a and y= 2.
The last step uses the property x² - y² = (x + y)(x - y) , whereby your x = 3a - 2 and y = b
