⅓(z + 1) + 2 ≤ ½
⅓(z + 1) ≤ ½ - 2
⅓(z + 1) ≤ -3/2
z + 1 ≤ -3/2 × 3
z + 1 ≤ -9/2
z ≤ -9/2 - 1
z ≤ - 11/2

alternatively,

⅓(z + 1) + 2 ≤ ½
Multiply both sides by 3,
z + 1 + 6 ≤ 3/2
z + 7 ≤ 3/2
z ≤ 3/2 - 7
z ≤ 3/2 - 14/2
z ≤ -11/2
