If you have learnt the mole concept before, you will realise that one mole of any gas occupies a volume of approximately 24.0 dm3 at room temperature and pressure.
From the equation provided, we see that a total of 4 moles of gases will react together to form 3 moles of gases. This results in a decrease in the final volume of the reaction mixture at the end even though the number of atoms remain conserved.
Non-porous walls means that no air can enter or escape the container.
Because the capacity of the chamber remains unchanged but the volume of gases at the end decreases, there will be some vacuum or "empty space" generated inside (because some volume of gas has suddenly "vanished into nowhere"). This causes the pressure inside the chamber to drop, while the atmospheric pressure remains unchanged.
This causes the liquid in the glass tubing to gets sucked towards the container (objects move from a region of higher pressure to a region of lower pressure), and thus, the level of mercury at X will rise while the level of mercury in Y will drop.
