Since middle digits can be anything so it has 0-9 to choose from so 10x10 but the first and last digits are difference of 2. First can be 9 last can be 7 and 8 and 6.... until 2 and 0. But if first digit is smaller than last, 1 and 3, 2 and 4.... until 7 and 9.(cannot start with 0 and 2 because first digit 0) that is total of 8+7 pairs. 15 x10x10/9000= 1/6
