Hi, the answer sheet says the answer is 99% but I got 75%. Can anyone help? Thanks.

Your answer is correct. The answer sheet is wrong.
The answer key would be correct if the question was either
'x is now 10 times of before'
or
'x is increased by 900%'
or
'x is increased by 9 times'
or
'x is increased to 1000% of its original value'

75% is correct, since an increase in x by 100% will make its effective value 2x and its square 4x2.
This leads to a scaling in y value by a factor 1/4, which is a 3/4 or 75% decrease.
I suspect the answer 99% was for a different question.
