All the short vertical sides add up to 8cm.
All the short horizontal sides add up to 10cm.

Perimeter = 10cm + 10cm + 8cm + 8cm
= 36cm

The perimeter is all the overlapping sides that you see made by the squares and rectangles. So that will also need to be added in which is additional of 8cm and 10cm.
