(a) answer needs to round down as that’s the maximum amount of bottles it can fill. It you round up, the last bottle won’t be filled.
650ml = 0.65L
(b) determine amount of water that is used to fill the bottles.
Then subtract with the initial amount of water in tank to find the leftover.
