I don't understand Q20 and don't know if no. of things is numerator or no. of people is numerator. Thanks in advance.

The number of thing is the numerator in this case. (You can't possibly divide children am I right?)
As pizza is being shared, it will be divided to the 9 children equally.
You can always think in the following manner:
Since pizza is shared it has to be divided. Whatever that will be divided will always be the numerator. Henceforth, the answer is 5/9.
Another way to interpret the question is looking at the number of pizza and children. Since there is lesser pizza than children, each children will definitely have less than a full pizza. So the answer has to be less than 1!
