Shouldn’t it be plate A (30 degree Celsius) that will form water droplets? As the mist from the sprout touches the plate A surface which is cooler than the mist, the mist will condense and form water droplets.
The mist should be (slightly) cooler than plate B (at water boiling point). When the mist touches plate B, it will form steam and continue to rise away from plate B. Hence there will be no water droplet form at plate B.
Of course this is with assumption the plate A and plate B remain constantly at 30 and 100 degree Celsius respectively.
