(1) participate. "To" is infinitive so it can only be followed by simple tense.

No; in this case it's "participating".

The "to" here is a little different from usual. "Looking forward to" is a standard phrase used in English, and words such as "meeting" and "seeing" are usually used together with this phrase.

Agreed with Eric. 'forward to' is a preposition itself. -ing word has to follow it.
