as Eric commented, should show the entire question ... nevertheless, can think about answer to this part as follows ...
when circle is reflected about x-axis, ...
- does radius of circle change?
- does x-coordinate of center of circle change?
- does distance of center of circle from x-axis change?
answer to all 3 questions is no!
only y-coordinate of center changes ...
if center of C1 is (a,b), then center of C2 is (a,-b).
so if equation of C1 is (x-a)^2+(y-b)^2 = r^2
then equation of C2 is (x-a)^2+(y+b)^2 = r^2.
