3 cup stack tgt = 12
12cm is one cup plus 2 tops
10 cups stack together =26
26 is 1 cup and 9 tops
7 tops is 26-12 = 14
1 top is 14÷2=2
1 cup length is 12 -4 = 8
40 -8 = 32
32÷2 =16 tops
16+1=17 add the number of cups tgt
Total is 17 cups
