The answer is option 3.

Secondly, potential energy does not affect the rate of fall as it is the internal energy of the loads. That’s why, the last option is also wrong. Option 3 is correct as there are holes in the parachute of load Y, this causes lesser surface area and thus it results in lesser force upwards. It is the force upwards that is slowing the rate of fall.
