Draw a number line from 26-28 and 15-17.
In general rounding of to the higher number would happen when it is _.5
E.g
26.5 rounds to 27
26.4 round to 26
And
27.4 rounds to 27
So for minimum area, you'll need to have the minimum lengths so for the 27mm, the minimum for it would be 26.5mm
If you understood this concept you should get the value for the value before rounding for 16mm

Multiply these 2 numbers(26.55 and the next one you need to find) and you'll get the minimum area.

Similar to first part.

For ratio to be big the numerator(top of fraction) have to be bigger while denominator(bottom of fraction) has to be smaller. If you dont believe you can test it out on the calculator and see the pattern.
