The greater the difference in temperature, the greater the rate of heat transfer.. so I think if you would like to maximise the heat exchange at the metal fins and at the freezing compartment ,you would insulate everything except the pipe in the freezing compartment and at the metal fins.. This is to ensure that the difference in temperature will be greater at those areas in order to maximise the heat exchange.. if let’s say that the heat exchange were to happen at other parts of the pipes(heat loss to the surrounding or heat gain from the surrounding), the difference in temperature at these two areas will be lesser and thus a lower rate of heat exchange..
