For every 12cm along the perimeter of the bulletin board, 3/4 of the circular paper is used as decoration.

Number of decorations used along the horizontal side of the board = 324cm/12cm = 27.

Number of decorations used along the vertical side of the board = 288cm/12cm = 24.

Remember that the decorations at the corners of the board are both along the horizontal and vertical sides, so to avoid counting them twice, we subtract 4 from the total.

Number of decorations altogether = 2 * (27+24) - 4 = 98.

Each decoration is made of 3/4 of the circular paper.

Number of circular paper used = 98 * 3/4 = 73.5

But wait! Circular papers don't come in halves, they come as a whole!

So we round up 73.5 to get 74 circular papers as the answer.
