Because of the collective noun 'fleet'. The singular applies to the collective noun as a whole. This collective noun is used to describe a group/collection of subjects/objects.

Eg. Colony of ants.

"The colony of ants in the field nearby was destroyed by the ongoing construction works "

Eg. A platoon of soldiers

" One of the army's platoon of soldiers was attacked by wild boars while setting up camp in the large forest.

Eg. Team of basketball players

"Our national team of basketball players was driven around town for a victory parade in celebration of their win at the world championships."

(We will never say 'fleet of car' because fleet suggests/implies more than 1 car already.)

The reason why it’s not “were” because the word “fleet” means a group of cars. Therefore, it’s ONE group :) your welcome!!
