With each 25 m roll, number of 110 cm pieces possible
= 2500 / 110, rounded down
= 22.7272727..., rounded down
= 22

For 200 pieces altogether, number of rolls needed
= 200/22, rounded up
= 9.090909..., rounded up
= 10

Assume the remaining unused ribbons cannot be joined together to form full 110 cm pieces.
