So we can say Jamie saves 4 units.
Ratio of Jamie's to Fiona's to Zoe's
= 1 : 3 : 4
So we can say Jamie saves 1 unit, Fiona saves 3 units.

The question asked for ratio between the 3 people. There has to be 3 separate values describing the ratios of savings between them.
1:3:4
Fractions can be used to determine ratios between two things.
For example, if question were asking for ratio between Jamie and Fiona it would be 1:3.
If question was asking for ratio between Jamie and Zoe, it would be 1:4.
