The following are possible :

①All sides are equal length (equilateral triangle)

5,5,5
17,17,17
19,19,19

② Every side is different (scalene triangle)
5,17,19

③ Two sides are equal (isosceles triangle)

5,5,17
5,5,19
17,17,5
19,19,5
17,17,19
19,19,17


In total there are 10 different types of non-congruent triangles.

triangle inequality rule … the sum of length of any 2 sides must be greater than the length of the third side. therefore …
5,5,17
5,5,19
… cannot form triangles

total triangles = 10 - 2 = 8

option (C) is correct.

Technically you can still form at least 10 types, but for those two the bottom rod is longer than the non-equal base. Which means it wouldn't satisfy the question requirements.
