We attempt this question in a ratio format as though it is a primary school question.

2 boxes --> 48 apples
1 box --> 24 apples
5 boxes --> 120 apples

Here it's similar.

q cents --> p oranges.

We need to find out the number of oranges which can be bought by 1 cent. This is found by dividing both sides by q.

1 cent --> p/q oranges

Now we need to find out the number of oranges which can be bought by r dollars, or 100r cents. We multiply both sides by 100r.

100r cents --> 100pr/q oranges
