for these type of questions, it would be helpful to find a common “base” for all the numbers so for eg in this case it would be 2. if u continue ur working, then u will realise that u will be able to cancel out some variables.

from 3rd to 4th line, take out the common factor (which is 2^4x) in the numerator.

why 16 need to convert to base 2 but 24 no need tho

because 16 has a power of x+1, and you want to eventually get rid of the x in the equation (which is done by cancellation of 2^4x since it is in both the numerator and denominator). you do not need to convert to common base for 24 as it is a constant, so you can just apply your usual division using the fractions (which u can’t do for two indices with different bases).
