This means that :

Dividing by 0 is undefined. So this does not exist

I think they meant a ≥ 2 and a is an integer.
loga 1 = 0 except when a = 1, because log1 1 is undefined
Similarly, loga a = 1 for a ≥ 2 , a is integer
