The 'Hence' in the question implies that the use of the answer in (i) (in this case, the equation of the perpendicular bisector of PQ).
Now, recall that since 2y=3x+7 is the perpendicular bisector of PQ, any point on the line 2y=3x+7 would be a valid solution for point R.
With this, consider the new information given in (ii); where the question states the R MUST lie on the line y=21-2x.
If you combine the two major ideas from above, you would observe that R must simutaneously satisfy both the equations 2y=3x+7 and y=21-2x. Thus solve using the two simultaneous equations to obtain R.
