To get to Q, there are several cases to consider.

1. Not moved, not moved, moved 2.
2. Not moved, moved 2, not moved.
3. Moved 2, not moved, not moved.
4. Moved 2, moved 1, moved 1 back
5. Moved 2, moved 1 back, moved 1.
6. Not moved, moved 1, moved 1.
7. Moved 1, not moved, moved 1.
8. Moved 1, moved 1, not moved.
9. Moved 1 back, moved 1, moved 2.
10. Moved 1 back, moved 2, moved 1.
11. Moved 1, moved 2, moved 1 back.
12. Moved 1, moved 1 back, moved 2.

Not sure if I missed out any.

Sum of all probs =
1/216 + 1/216 + 1/216
+ 4/216 + 4/216 + 4/216
+ 4/216 + 4/216 + 4/216
+ 4/216 + 4/216 + 4/216
= 39/216
= 13/72
