Small angle approximation :
sin θ ≈ θ
tan θ ≈ θ
cos θ ≈ 1 - ½θ²
sin θ ≈ θ
tan θ ≈ θ
cos θ ≈ 1 - ½θ²
(7 + 2cos 2θ) / (tan (2θ) + 3)
≈ (7 + 2(1 - ½(2θ)²) ) / (2θ + 3)
= (7 + 2 - 4θ²) / (2θ + 3)
= (9 - 4θ²) / (2θ + 3)
= (3 + 2θ)(3 - 2θ) / (2θ + 3)
= 3 - 2θ
