Step 1 : Rewrite as fraction
40/100 of P = 25/100 of Q
2/5 of P = 1/4 of Q
Step 2 : Make the numerator the same
(Equal concept)
2/5 of P = 2/8 of Q
From the denominator, we can say that P is 5 units and Q is 8 units

Alternative method :

Multiply both sides by 4,
160% of P = 100% of Q
Q/P = 160/100 = 160%
