You need to think in terms of concentration.

If the solution inside the test tube is less concentrated than the solution outside, the water molecules will move out of the of the test tube.

If the solution inside the test tube is more concentrated than the solution outside, the water molecules will move into the test tube.

So, since the 10% and 20% solutions are less concentrated, the water molecules will move out of both test tubes and the water level will drop.

The water level will drop more for the 10% solution than the 20% solution because there is a bigger difference in concentration between the 10% solution and the 25% solution.

The water level will only rise in the test tube containing the 30% solution. :)
