There is an error in this problem. The difference in the number of chocolate cookies and the number of strawberry cookies has to be divisible by 3, since both cookies are placed in groups of 3. 64 is not divisible by 3. If we change the problem such that there were 66 more chocolate cookies than strawberry cookies, it can be solved.

Hi solved assuming there were 66 (not 64) more chocolate cookies than strawberry cookies. This problem can also be solved using algebra.
