The base area of X is 1200 cm^2.
The base area of Y is 4800 cm^2.

This means that for every 1 cm high of water,

the volume of water in X is 1200 cm^3 and the volume of water in Y is 4800 cm^3.

This means that for every 1 cm high of water, Y contains 3600 cm^3 of water more than X.

Since Y has 100.8 litres, or 100 800 cm^3 of water more than X,

water level in each tank
= 100 800 / 3600
= 28 cm
