a) asks to state observations instead of explaining like you did in your answer

① the balloon expanded
② some water spilled/flowed out of the opening

b) if your explanation is that the balloon burst, then the observations would be :

① air bubbles were formed in the water/ the water appeared to be bubbling

Remember that liquid cannot be compressed so if the balloon gets bigger, the water has to decrease to make space for the balloon to increase in size/air (mass)
