Daisy cost $2, lily cost $3

Not the other way around.
Let the number of daisies be x;
So number of lilies bought is (20-x)

This means the amount of money spent on daisies is 2x while the amount spent on lilies is 3(20-x).

If total amount spent is 48, then the following equation stands:

2x + 3(20-x) =48

Solving that,
2x + 60 - 3x = 48
X = 12

Hence number of lilies bought is
(20-x) = 8
