As every hour passes , the clock loses 15 minutes.

The clock was correctly set at noon.

Let's say it's 1pm now. The clock will show 12.45pm. It is 15 minutes behind / slower than the actual time.

Then another hour passes and it's 2pm now. But the clock is slower by yet another 15 min. So now the clock is showing 1.30pm instead of 1.45pm.

So we can treat it as the clock always moves 45 minutes only for every 1 hour that has passed.

So from noon to showing 1500, how many times of 45 minutes have passed in the clock?

1200 → 1245 →1330 →1415 →1500

A total of 3 hours have passed on the clock, but that's 4 times of 45 minutes.

In actual time, 4 times of 1 hour has passed.

That's 4 hours.

So the correct time now is actually 1600 or 4pm

So since 1500 which they say the time right now, then it is slower by 15 mins. You will take 1500 - 15 mins. ;) hope that helped you :D
