No. If the electromagnet is replaced with a normal magnet , the metal pieces will be attracted to and remain attracted to the magnet since it is a permanent magnet. They would not fall onto point X.

The crane will not be able to release the metal pieces.

For an electromagnet, it loses its magnetism when the switch is off and electrical current supply to the magnet is stopped. The metal pieces would no longer be attracted to the electromagnet and will fall onto point X.

No, you cannot use a regular magnet here because after the metals are being attracted there is no way to drop the metals onto point X however, if you use an electromagnet all you need to do to remove the metals from the crane is to stop the current from flowing through the magnet (open circuit) which would cause the metals to drop to point X.
