Tl,dr: this question is wrong.

This question is an incomplete question. I.E. There are not enough conditions to help you solve it. The reasoning is that there is no unique value for the radius of the sphere. Hence we would not be able to find the surface area of the sphere.

However if they are asking for the percentage INCREASE of the surface area. Then it would be possible to do it. Note that the volume is proportional to radius cubed. So if volume increases by 1.33 times, then radius increase by a factor of cube root (1.33)≈1.10. The surface area would then increase by 1.10*1.10 ≈1.21. Hence the percentage increase would be 21%
