To roll, the push (a force to the right) is much greater than the friction (a force to the left) acting on the ball by the floor. This push can be smaller than the weight of the ball.
*TMI: at higher level, it is taught friction is a tiny fraction of the perpenidcular force from the floor (which happens to be numerically the same as the weight of the ball).

To throw, the thrust (an upward throwing force) is greater than the weight of the ball (a downward acting force),

conclusion:
a push can be smaller than weight ;
a throw must be greater than weight.
hence, a push is smaller than a throw.
