Guess and check method. Is good to start at 20 shoes and 20 hats. Hope this helps

You can use assumption method.
Assume all items are hat
40×19=760
Shortfall = 922-760 = 162
Different price between 1 hat and 1 shoe is 25-19=6
Therefore, total shoes= 162÷6=27.
