The degree of the remainder is at most 1 degree below the degree of the divisor.

The degree can be 0 or 1, or in short, up to 1 because that is the maximum that the remainder can go before it becomes equal in degree to the divisor (x - 1) (x + 2); if the remainder somehow matches in degree with or exceeds the degree of the divisor, then the "remainder" is not exactly a remainder since further division is still possible.
