i think the wording use in this question is illogical. how is it possible to have circular tiles not overlap, and not have empty space between them, at the same time? it is not possible to tessellate circles!
looking at the diagram given, I believe the question is trying to mean that the tiles must be arranged in a compact pattern with one tile touching another tile at the edge. there will be some space left between the tiles.
considering that each circular tile fits exactly into a
1 m x 1 m square, then we just need to work out how many 1 m x 1 m square can fit into the path.
area of footpath = 19 x 15 - 13 x 9 = 168 m2
answer : 168 tiles

I have the same feeling. After read again and again, the question ask for minimum tiles use... I think is ask for tiles cut into pieces to fill the gap as well... Last sentence that must be no gap between tiles. Confused!
