From the graph,

7 households have 3 phones,

10 households have 4 phones,

8 households have 5 phones,

4 households have 6 phones,

1 household has 1 phone.

This is a graph of Frequency (y-axis) against Number of mobile phones (x-axis).

Frequency (y-axis) means the number of repeated times, which refers to the number of households in this context.

So 4 households basically means, a frequency of 4. According to the graph, at frequency 4, gives you 6 mobile phones.
