Part(a). The two expressions of vector MN comes from going from point M to point N in clockwise (MADN) or counterclockwise (MBCN) direction respectively.

Part(b). That is true. For any two non-zero vectors a and u, if ā=ū, then a=u indeed. REASON: For any two non-zero vectors, they are equal only if they have the SAME LENGTH and SAME DIRECTION.
