As you know when the sun rises, you can see it in the horizon. When you are able to see it, that is when the length of the shadow is the longest. Approaching noon, the sun can be considered to be at the highest point, almost directly above the tree. That would make the length of shadow at that point the lowest.

When the sun shines at 8am and 5pm, the angle which the sunlight projects will give the tree it's longest shadow. As it 'moves' towards 12nn, the sun is directly above the tree, hence the shadow projected will not be very Long!
