once you recognise its the equation of a circle then its just solving discriminants. Since theres only 1 root, b^2 - 4ac =0

I don’t think Sec 3 students have learnt equations of circles at this point though.

Grapes, you can just use the usual discriminant of roots properties to prove this question.

It’s as Maxyn has done, except that you do not need to know at this point of time that the shape of the curve is a circle.

I’ve got part (i) but how do I do part (ii) without using the equation of circles method?

Part ii is just plain throwing suitable values of and c. You can like say select your values of m and then obtain c thereafter.
