Need help, has been doing it for 3 days but teacher say its wrong.

Basically we put the highest number to be in the thousands place, followed by the next highest in the hundreds place, followed by the next highest in the tens place and finally the smallest in the ones place.

So if we have 1, 7, 9 and 3, our greatest possible number is 9731.
